The key here is … The key here is KISS principle. keep it simple… Niche social networks are very hot now. Companies create them to keep tight control on their user base. Why not just create a site using a modular content management system? I use Joomla. It’s not expensive as you might think to set up.
It takes way more time and effort to promote and build your user base. Finding a team of promoters will help here, or outsourcing some VA’s.

If you are a beginner, use FireWorks to slice and code your website then add functionality. Use Genie, Notepad++ or other software for PHP devving. Also, as you said about the prices, some people overprice it alot. I dont charge that much for a website, it isnt that hard.

Work on learning the conventions, then once you got that down start making a simple 3 page website on logging in and logging out. After that start thinking about little steps, like mail. How can i have one user add a message to a database and let another user access that. simple question and just work your way, that how i did it, i worked for about a year on my social network and still am, message me if you need help
