Your PC and laptop are connected to network, just ensure both laptop and PC can ping each other without firewall blocking. After that you just need to enable file sharing to share files:

After creating your shares, from the other computer you can find the computer with shares by looking in "Network Neighborhood" or "My Network Places". /

Your networking part is done. The rest is just sharing folders on your computers.

Right Click on the folder you want to share
Left Click on Properties
Left click on the sharing tab
Follow the prompts.
